A SYS-ED training center concept was prototyped in midtown Manhattan based upon the regulations of the New York State Department of Education Bureau of Proprietary School Supervision. CETi board of directors did not approve a budget for entering into another leasehold for a computer training center.

Phase 1: 2008 - 2016
Update, improve, and expand the courseware library for web-based and distance-learning presentation of information technology subject matter. This includes identifying free and low cost information technology training services for prospective clients; not everyone should be allowed to enroll in a SYS-ED course.  There was an examination of the commissioned report by Microsoft Corporation in Technology and Training Magazine, "Value of Certifications - article", by Bob Lutz General Manager Microsoft Learning Solutions.  The decision was made to develop resources and modify lesson plans to apply the Microsoft recommendations and UNESCO standards.

Phase 2: 2017 - 2018
Two executive initiatives are being developed: quality control and academic standards to the distance- and web-based training service and the website infrastructure for addressing consumer protection and reporting requirements to operate a computer training center.

The CETi board of directors and ownership group will review the work in progress on licensing in the state of New York and expanding source commercial and software purveyor certifications. The decision to commence test marketing has not yet been made. The long term goal is an information technology training service with measurable student outcomes which complements open source and commercial software company certifications.

Marketing research for Robert Blumfeld while at Union College - BA and Cornell University - MBA.

Under the direction of faculty advisor, Joseph Finkelstein, PhD, exploration of business organization and management - books written by Peter Drucker.  Course work included economic transformation and innovation - photographic industry and Eastman Kodak business model. Senior thesis was on the Ford Motor Company, Success, Failure, and Return to Profitability: 1903-1953 concentrating on technology and demographics in emerging markets.

Theory and course work from Cornell University School of Business and Public Administration is being applied to the CETi business model.

In 1981, David Shapiro was hired as a salesman by Integrated Computer Software for its SYS-ED division.

David Silverberg served as a programmer with Union Carbide Corporation. He has a bachelors degree in computer science and a masters degree in both computer science and management.

In 1980, SYS-ED was started as the division of Integrated Computer Software, located at One Park Avenue, New York, NY 10016. Blumfeld was the only employee and he developed the original CICS and VSAM curriculum. SYS-ED offered private, public courses, and consortium courses. 1985-1988:

1982 - Computer Education Techniques, Inc. was formed and purchased
the SYS-ED division from Integrated Computer Software.

During his 36 years with SYS-ED and Computer Education Techniques, Inc. David Shapiro has worked in all functional areas of the business: marketing, finance, computer operations, administration, courseware development, web development, teaching, and instructor training.  From 2008 - 2017, his responsibilities changed to include market and field research, content and database organization, and website infrastructure.

1982 - 2000

SYS-ED provided mainframe course instruction at a training center in midtown Manhattan.

A small number of courses also were provided in Chicago, Illinois.
1989 - Silverberg joined SYS-ED.

During his tenure at SYS-ED and Computer Education Techniques, David Silverberg has served as a lead instructor, technologist, IT courseware developer, and supervisor of instructors.  Mr. Silverberg is the Director of Education and responsible for ensuring the accuracy of website content and courseware.
